Summary of Order and Minutes of Proceedings

1. Cambodia - Registration completed as NGO by name of "Cambodia Childcare Ministry".
2. Formation of APFMMA Foundation and the election of the Board of Directors:
   Chairperson Bishop Iowa Shimada (Term of Office - 4 years)
   Vice-Chairperson Rev. Derek Ho (Term of Office - 2 years)
   Treasurer / Secretary Mr. Kenneth Chan (Term of Office - 2 years)
   Executive Director Rev. Polly Ho (CE & AO)
   Members Dr. David Yardy (Term of Office - 4 years)
   Ms. Carol Bartlett (Term of Office - 2 years)
   Mr. Mavao Bravo (Term of Office - 2 years)
3. Revision of APFMMA Charter
   1. A new section 2 was added: "Territory Boundaries - Areas bound on the west from Jerusalem to the Euro mountains and up to the North Sea, and on the east by the Pacific Rim USA and Canada, and including all the islands and countries of the Pacific and Indian Oceans."
   2. A new paragraph 3.5 was added and read as "Individual Honorary Members - Organizations and Individuals shall be invited as honorary members without votes."
   3. The composition of the General Council shall be amended and read as "This is composed of the Executive Committee, Bishops of the member conferences and the Area Bishop, one lay delegate and one ministerial delegate from the conferences of the member countries, and the ex-officio members."
   4. Paragraph 6.1 was rewritten to read as "The Executive Committee will be composed of the Chairperson, Vice-Chairperson, Secretary/Treasurer, Asia Area Director, Executive Director, one Bishop, Chairperson of the Asia Pacific Free Methodist Education Association, President of Asia Pacific Area Free Methodist Fellowship, and as many other members as necessary in order that all member countries are represented."
4. Adoption of Ministries
   1. Vietnam: The Executive Director was given the authority to explore Vietnam as a possible APFMMA ministry in partnership with Message International to start with.
   2. Leadership Training Cambodia and Myanmar.
   3. Teaching English as a Second Language
   4. Medical and Health Ministry in India & China (leprosy ministry)
   5. Literacy ministry in Cambodia and India
   6. Thailand
   7. Together with the two existing ministries: Cambodia and Myanmar
5. 10th Anniversary of APFMMA and Clara Leffinwell Centennial Celebration in 2004
   1. The Executive Director was asked to liaise with the Hong Kong, Taiwan and Tokyo conferences in the preparation for the celebration, as they will be celebration their 50 anniversary.
   2. A historical research group was set up under the leadership of Mrs. Sylvia Brown and assisted by Rev. David Lo.

9. Appreciation
   1. To the secretary Mr. Kenneth Chan, Officers of APFMMA, Rev. David Yardy for their hard work.
   2. To Rev. Tadashi Haga for his contribution on the work of APFMMA since her formation. 
   3. Special appreciation was due to the Hong Kong Conference for the administrative and secretary support rendered to the APFMMA office.
